Manual traffic control for roadworks in Poland

ENEDRO provides trained traffic controllers for roadworks, lane narrowings, alternating one-lane traffic and construction site entrances in Poznań and Greater Poland (Wielkopolska). If your company is working on a Polish road and needs people who are authorised to direct traffic under Polish law, this page explains how the system works here and what we do on site.

How it works in Poland – and how it differs from what you may know

The rules differ from country to country. In Germany, for example, hand-directing traffic at roadworks is reserved for the police. In the UK and Ireland, one-lane working is usually handled by stop/go operatives with STOP/GO boards or by portable signals. In the USA the same task is done by flaggers.Poland has its own model. Under the Polish Road Traffic Act (Prawo o ruchu drogowym), traffic can be directed not only by the police and other services, but also by persons acting on behalf of the road manager and by persons carrying out works on the road on the road manager's order or with its consent. They must complete the training required by the regulation on traffic direction and must be easy to recognise, by day and by night – in practice, in high-visibility clothing.Drivers and pedestrians are obliged to follow the signals and instructions of a person directing traffic, even where they differ from what the road signs or traffic lights show.

Temporary traffic organisation (TOR) in Poland

Before roadworks that affect traffic, a temporary traffic organisation project (projekt czasowej organizacji ruchu, usually called TOR) has to be approved by the competent traffic management authority – for county and municipal roads this is typically the starosta. The Police normally give an opinion on the project, and before the new layout is introduced the authority, the road manager and the Police are notified. It is a separate administrative step, and it is not identical to the "traffic management plan" of other countries. What ENEDRO does and does not do: we do not design or approve TOR projects. We support contractors on site, where the agreed organisation of the works requires manual traffic control.

What we do on site

alternating one-lane traffic (ruch wahadłowy) when one,
lane is temporarily occupiedlane narrowings, where drivers need clear signals,
exits and entrances of construction vehicles onto public roads,
works close to the carriageway that need extra control of the passage,
temporary lane closures that require manual coordination,
emergency works that need quick control of traffic,
work at railway level crossings – our staff hold the additional qualifications required for this.

To plan the service we need five pieces of information: location, date, type of works, expected duration, and whether the road stays open to traffic.

Where we work

Mainly Poznań and Greater Poland (Wielkopolska). Other locations by arrangement.

Frequently asked questions

Can the contractor's own workers direct traffic at roadworks in Poland?
Persons who carry out works on the road on the road manager's order or with its consent may do so after completing the required training. Many contractors prefer to hire trained operators so that their crew can concentrate on the works.
Do you prepare the TOR project?
No. We work within the traffic organisation arranged for the works and approved by the authorities, and we provide the manual traffic control on site.
Is one-lane alternating traffic always managed by hand?
Not necessarily. Whether the passage is controlled by an operator or by traffic signals depends on the approved project and on the conditions on site.
In which area do you operate?
Poznań and Greater Poland. For other locations, contact us.
